Pat chicken thighs dry. In a bowl, whisk together soy sauce, honey, brown sugar, rice vinegar, sesame oil, minced garlic, grated ginger, and red pepper flakes. In a small cup, mix cornstarch with water to create a slurry.
Heat a large skillet over medium-high heat. Add chicken and sear for 3-4 minutes per side until lightly browned. Drain any excess fat.
